Heat Pump Water Heater Rebates in the Bay Area: A Homeowner’s Guide

A heat pump water heater has a higher initial price compared to a gas or standard electric model. Installed, you are typically looking at $4,000 to $7,500 depending on the home, the existing electrical setup, and whether a panel upgrade is needed. For a lot of homeowners, that number is where the conversation ends.

It shouldn’t be. Between local utility rebates, a statewide instant discount, and a federal tax credit, Bay Area homeowners can recover $3,500 to $5,200 on a single installation — sometimes more for income-qualified households. The money comes from four separate programs, each with its own rules. Here is how each one works.

Peninsula Clean Energy (PCE) — San Mateo County

Peninsula Clean Energy provides electricity as the community option for residents in San Mateo County. They have been running a heat pump water heater rebate program since 2021, funded on a first-come, first-served basis with no set end date.

The rebate amounts

The standard rebate is $2,500 when you replace a gas water heater with a heat pump model. Replacing an electric resistance unit gets you $500. Customers enrolled in CARE or FERA income assistance programs receive an additional $1,000 on top — $3,500 total for gas replacements.

In some cases, income-qualified homeowners may qualify for a no-cost installation through PCE’s Full-Service program.

Two add-on rebates are available alongside the main rebate: $1,000 toward an electrical panel upgrade if your current panel can’t support the new unit, and $500 toward an energy management device that may allow you to avoid a panel upgrade entirely.

Who qualifies

You need an active PCE electric account and must own the property. Rental properties are eligible. New construction, ADUs, and homes undergoing major structural remodels are not. You do not need to use a BayREN-certified contractor — since 2024, PCE accepts applications directly from homeowners.

How to apply

The application is submitted after installation, within 90 days. You will need the installation invoice, a city permit, and before-and-after photos of the equipment. PCE processes most applications within 4–6 weeks and mails a check. A 0% interest loan of up to $10,000 (no credit check) is also available to cover out-of-pocket costs before the rebate arrives.

Silicon Valley Clean Energy (SVCE) — Santa Clara County

SVCE serves 13 jurisdictions in Santa Clara County through their FutureFit Homes program, including Sunnyvale, Mountain View, Los Altos, Milpitas, Campbell, Cupertino, and Saratoga.

The rebate amounts

Replacing a gas water heater: $2,000. Replacing an electric resistance unit: $1,000. CARE/FERA customers receive an additional $1,000 on either amount. Some cities have added supplemental rebates on top of SVCE’s — Mountain View offered a $2,000 city rebate for residents in 2025, though availability depends on city budget cycles.

Add-on rebates include $1,000 for a panel upgrade and $500 per circuit for prewiring future electric appliances, up to four circuits. The prewiring rebate for a water heater circuit cannot be combined with the water heater rebate in the same project.

One rule that matters

SVCE requires a rebate reservation before installation starts. If you install first and apply after, you lose the rebate — with one exception: emergency replacements. SVCE runs a Full-Service Emergency Replacement program that handles same-day installation and rebate paperwork together.

Who qualifies

SVCE electric account holders who own the property. Single-family homes, ADUs, mobile homes, and small multifamily buildings of four units or fewer are eligible. New construction is not.

Golden State Rebates — Statewide PG&E Customers

Golden State Rebates is a California Public Utilities Commission program administered statewide by CLEAResult, supported by PG&E, SCE, and SDG&E. Most Bay Area homeowners with a PG&E electric account are eligible.

How it works

Unlike the utility rebates above, Golden State does not mail you a check. The rebate comes as an instant discount applied at the point of purchase — either as a retail coupon used at a participating store, or as a price reduction when buying through a participating distributor. The discount goes directly toward the equipment cost.

The rebate amounts

For gas-to-heat-pump replacements:

  • $600 — 45 to 55 gallon HPWH replacing a 30–40 gallon gas tank
  • $700 — over 55 up to 75 gallon HPWH replacing a 40–50 gallon gas tank
  • $700 — 75 gallon and above HPWH replacing a 50–60 gallon gas tank
  • $400 — 45 to 55 gallon HPWH replacing an electric resistance tank

All models must have a UEF of 3.30 or higher and appear on the program’s Qualified Products List at time of purchase. The device needs to be set up within two months of buying it.

Who qualifies

Residential customers with an active PG&E, SCE, or SDG&E electric meter. Individual houses, apartment buildings, and trailer homes are all eligible. New construction does not.

IRS 25C Energy Efficient Home Improvement Credit

The federal 25C tax credit is available to any homeowner in the United States installing a qualifying heat pump water heater in their primary residence. There is no utility territory restriction and no income limit.

How it works

This tax benefit pays for 30% of your equipment and setup expenses, with a maximum of $2,000 each year. This cap applies to heat pump water heaters and heat pump HVAC systems combined — if you install both in the same tax year, the total credit cannot exceed $2,000. A separate line item covers electrical panel upgrades, which can add up to $600 more.

You apply for this benefit on your national tax form for the year you started using the equipment. It lowers the taxes you owe right away — it’s not a refund or a reduction from your income.

How it interacts with rebates

The 30% is calculated on what you actually paid out of pocket after rebates. If you received $2,500 from PCE and $700 from Golden State before paying, the credit applies to the remaining balance. On a $6,500 project that comes out to 30% of $3,300, which is roughly $990 back on your taxes.

Stacking All Four Programs

All four incentives can be combined. The only rule is that the total of all rebates and credits cannot exceed the actual cost of the project.

Some Important Details to Understand Before You Begin

The order of steps matters. SVCE requires pre-approval before installation. Golden State needs you to buy from an approved seller. PCE asks for a local permit when you apply. Missing any of these steps means losing that rebate — the installation itself does not guarantee the money.

Your contractor’s purchasing process affects Golden State eligibility. If the equipment is not bought through a participating distributor, the instant rebate does not apply. Ask before the job starts.

The IRS 25C credit is annual. If you are planning both a water heater and an HVAC replacement, spreading them across two tax years lets you claim the full $2,000 credit on each project separately.
